SEC Chair Sends a Strong Signal on Crypto Market Structure Bill for Trump

Paul Atkins, chair of the US Securities and Exchange Commission (SEC), said a bipartisan crypto market structure bill could reach President Donald Trump for signature in 2026.

Atkins made the remarks in an interview with Fox Business on Monday. He discussed how Washington may set clearer rules for crypto markets.

He also pointed to the GENIUS Act passed in 2025. He said the law provided an important piece of US regulatory clarity.

Paul Atkins links the crypto market structure bill to “regulatory gray zone” concerns

Atkins said the government should move crypto markets out of a “regulatory gray zone.” He framed that goal as a core investor issue.

On X, Atkins wrote that the most important step is to “bring crypto asset markets out of the regulatory gray zone.” He tied that message to the pending crypto market structure bill.

In the Fox Business interview, Atkins connected the bill to the White House agenda.

“If you have clear legislation and clear rules, then you have certainty in the marketplace,”

he said.

Senate committees schedule markups as SEC and CFTC oversight stays central

The Senate Agriculture Committee, which oversees the Commodity Futures Trading Commission (CFTC), delayed its final markup. It pushed the markup to the end of January.

The committee said it needed more time. It also said it wanted to finalize details and gather more support.

At the same time, the Senate Banking Committee, which oversees the SEC, kept its markup timing.

The Banking Committee’s markup will still take place on Thursday, as planned.

GENIUS Act context and Jan. 30 funding deadline hover over the timeline

Atkins referenced the GENIUS Act as a recent example of progress. He said it helped build a clearer foundation for crypto regulation.

He then turned to the crypto market structure bill as the next step. He said the bill aims to provide clearer oversight lines for the market.

Lawmakers also face a broader deadline in Washington. A potential government shutdown could happen if the House fails to pass spending bills by Jan. 30.
